WBLL Local Rules for all Divisions Spring

Conduct

     · Managers and coaches are responsible for the behavior of their players on and around the field during games as well as practice.
     · Players, with the exception of catcher, should have shirttails tucked in.
     · Ponytails and any "adjustments" should be taken care of in the dugout, not on the field.
     · Hats or visors are optional.
     · Players may not leave the dugout during a game except with permission of a manager or coach.
     · No one other than umpires, players, scorekeepers, managers, coaches, and individuals who are listed on the insurance policy and who have completed a volunteer application, (the latter must have the permission of the manager) may be in a dugout or on the field during a game.
     · Prohibited behavior by managers, coaches, parents, and spectators on or around practice or game fields, bleachers, and concession stand includes use of profanity and/or abusive language, consumption of alcoholic beverages, smoking or chewing tobacco.
     · Equipment abuse such as throwing helmets, hitting or throwing bats will not be tolerated. Penalty: warning on the first offense; player to be removed from game on second offense.
     · A manager, for disciplinary reasons, may sit down a player for not more than 1 game. The manager should inform the Division coordinator in writing when taking disciplinary action.


Complaints
     · No manager, coach, or parent will take a complaint to the Board of Directors or individual Board member without first consulting the Division coordinator. If complaint is about the Division Coordinator it shall be made to the President in writing.

· If the Division coordinator is unable to resolve the complaint, then the complaint shall be submitted to the Executive Board or the Board of Directors, in the discretion of the Division coordinator, but only if the complainant has submitted the complaint in writing.

Rescheduled or Continued Games
     · If the managers from either or both teams realize 48 hours IN ADVANCE that they will have trouble fielding teams (that is, they would have to borrow more than the maximum number of borrowed players), they may mutually agree to reschedule provided they immediately contact the Division coordinator to obtain concurrence. The Division coordinator will re-schedule as soon as it can be played without regard to managers' requests for "desired" dates.
     · If official umpires cannot be obtained for the rescheduled game or a continuation of an incomplete game, each team must provide a volunteer umpire (to be selected from other coaches, managers, parents, or league officials).
     · Division Coordinators will reschedule games in order in the first available time slot.
     · If make-up games are scheduled on Sunday, no game will start before 1:00 p.m.
     · Pitching rules will NOT be relaxed. 
 
Cancellations and/or Postponements of Games
     · Only the league president or the president's duly designated officer may cancel or postpone a game.
            ·Exception:
          · While a game is in progress, umpires may cancel games due to weather conditions.

Equipment
     · Triple wall bats are not allowed.
     · Personal equipment provided by players/parents must meet Little League safety standards.
     · Managers and coaches are responsible for assuring safety of equipment once the season has started, including bats and helmets provided by the players.
     · Batting helmets used during a game must have chinstraps. POINT OF EMPHASIS
     · Umpires will be asked to call "out" any runner who intentionally throws off a helmet.
 
Player Talk and Chatter
     · Teams may cheer in unison for their own team.
     · Teams may not use opposing players' names or positions in cheers against the other team.
     · Yelling and chatter aimed at "rattling" the opposition is not permitted. 


Fields

·       Both Teams are responsible for dragging and lining the fields and filling holes prior to the game.

·       Both Teams are responsible for putting equipment away at the end of the last game of the day. After last game of day Both Teams are responsible for filling in any holes caused by "Digging in" at the pitching or batting areas.

·       The first two sections do not apply to visiting team from with in our district.

·       Both teams are responsible for clearing equipment and trash out of the dugouts in a timely fashion.

·       Both teams are responsible for picking up trash around the bleachers.

·       If a game is being played following rain (whether it rained the day of the game or night before the game), both teams must send representatives to help get the fields ready for play.

·       Penalty: no infield warm-up.

·       Batting balls into the fence is prohibited.

·       While games are in progress, batting cage and pitching cage are to be available only to the teams scheduled for that game.
